Non-Discrimination Policy Statement

As a recipient of federal funds, the North Central Pennsylvania Regional Planning and Development Commission (North Central) operates its planning programs and services in accordance with Title VI of the Civil Rights Act of 1964 (“Title VI”), which prohibits discrimination on the basis of race, color, and national origin (including limited English proficiency); Section 504 of the Rehabilitation Act (“Section 504”); the Americans with Disabilities Act of 1990 (“ADA”); and other federal and state laws and regulations which prohibit discrimination or disproportionate impacts based on age, sex, disability, minority or low-income status.

Policy

It is the policy of North Central that no person shall, on the grounds of race, color, national origin, sex, age, or disability, relation, or family status be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any of its programs, services, or activities. It is the policy of North Central to promote the full and fair participation of all its constituents in planning decision-making processes, to promote non-discriminatory services that are accessible and efficient, and to ensure meaningful access to its programs and activities by persons with limited English proficiency (LEP).

North Central’s activities and programs will be conducted to:

  • Ensure the equitable distribution of planning benefits and services among all users without regard to race, color, national origin, sex, age, or disability, relation, or family status.
  • Promote inclusive public participation in decision-making processes that affect services and project development.
  • Facilitate the early identification and correction of issues associated with program or policy planning and implementation that may have a discriminatory impact.

North Central RPO agrees to the following responsibilities with respect to its programs and activities:

  1. Designate an office of responsibility to manage North Central’s Non-Discrimination Policy
  2. Designate a Title VI and ADA point of contact.
  3. Publish a policy statement, signed by the Executive Director expressing North Central’s commitment to the non-discrimination provisions of Title IV and ADA
  4. Distribute North Central’s Policy Statement to the membership and make available on the RPO website.
  5. Develop a complaint/discrimination reporting procedure.
  6. Designate an Equal Employment Opportunity point of contact to investigate and/or resolve complaints of
  7. Participate in training offered on Title VI and other non-discrimination.
  8. Have a process to gather and maintain racial/ethnic data on persons impacted by North Central’s plans.

THIS ASSURANCE is given in consideration of and for the purpose of obtaining any and all federal funds, grants, loans, properties, discounts or other federal assistance under all programs and activities and is binding.
