Annual Listing of Obligated Projects
As the designated Rural Planning Organization for the region, the North Central RPO is required to prepare a Transportation Improvement Program (TIP) and to indicate how the TIP will be implemented. Preparation of the TIP is required by federal legislation known as Fixing America’s Surface Transportation Act (Pub. L. 114-94, FAST) and by the Metropolitan Planning Regulations (23 CFR 450.326) of the United States Department of Transportation (USDOT). The RPO’s Fiscal Year (FY) 2021-24 TIP covers, from October 1, 2020, to September 30, 2024, and provides a prioritized list of multimodal transportation projects within the North Central RPO Planning Area.
The Bipartisan Infrastructure Bill (BIL) enacted as the Infrastructure Investment and Jobs Act (IIJA), was signed into law by President Biden on November 15, 2021, and supersedes the FAST Act, which continues the requirement to publish an Annual Listing of Obligated Projects (23 CFR 450.334) for which funds have been obligated in the preceding year as a record of project delivery and a progress report for public information and disclosure. In addressing the requirements, this Annual Listing of Obligated Projects lists all transportation projects in the North Central RPO’s Planning Area that were obligated during the Fiscal Year 2022 (October 1, 2021 – September 30, 2022).
The content of the annual listing of projects is consistent with the project listing in the RPO’s TIP. This includes project name and identification numbers, project location, project description, as well as the amount of funds programmed in the TIP. Fund obligations are a measure of the progress being made on a project. As such, the Annual Listing of Federally Obligated Projects Report is prepared at the end of the federal fiscal year to tell what actually happened with TIP federal project funding during the fiscal year. This annual listing of obligated projects must be completed no later than 90 calendar days following the end of the program year for which funds under 23 U.S.C. or 49 U.S.C. Chapter 53 were obligated in the preceding program year.
The Annual Listing of Obligated Projects provide project-level details on the use of federal funds over the course of an individual year. All projects for which additional federal funds were obligated* are described in the reports, along with information on project status. These reports are developed in cooperation with the Pennsylvania Department of Transportation and local public transportation operators
